Hauptaufgaben
Incumbent prepares, administers, and analyzes a wide variety of complex military pay and travel reports including financial reconciliation, special action pay reports, and payment voucher balancing reports. Audits and certifies payments of military pay, travel, and other financial reconciliation vouchers for disbursing and accounting. Administers, tracks, and performs follow up actions on periodic (weekly, monthly, and quarterly) Management and Accounting Financial Reconciliation (MAFR), the Unit Commanders Financial Report (UCFR), Pay Inquiry Analysis, Reject Report. He/she audits and certifies military pay documents, forms, orders, and other types of documents. Manages the processing and review of documents electronically via the various military pay automated systems. Performs a variety of military pay and separations adjustments and audits for active and reserve Soldiers requiring the application of a series of complex practices and techniques. Performs military pay data input, records management, and process tracking in the various military pay automated systems. Prepares and analyzes financial reports for the supervisor to send to higher finance authorities as required. Understands and is familiar with DoD Financial Management Regulations on Military Pay ( Volume 7a), Department of the Army, DFAS, and USAREUR regulations, policies and directives pertaining to military pay. Incumbent audits and certifies PCS and TDY travel claims and advances requests. Administers the review of a variety of forms, orders, and other documents. Performs data input and payment computation of travel information and supporting documents electronically via the various automated travel systems. Reviews complex regulations, policies, and procedures for travel claims and advances. Analyzes previous payments using a variety of sources and information. Validates the accounting information reported on document and, depending on the Fiscal Station used, determines the STANFINS code to be used. Verifies correctness of full accounting classification to include correct FY, Fiscal Station and Accounting Processing Code to avoid mismatches and incorrect accounting charges at the time the transaction is processed through the Standard Finance System (STANFINS). Understands and is familiar with Joint Travel Regulations (JTR), Department of the Army, DFAS, and USAREUR regulations, policies and directives pertaining to travel. Incumbent performs customer service activities for active and reserve military and local nationals. Provides technical guidance to the civilian employees and military personnel assigned to the incumbent's work section. Assigns work to employees based on the difficulty and requirements of assignments, availability, capability and special qualifications of employees and workload. In addition to planning regular work assignments, incumbent provides recommendations in the development of plans and changes in the operation to achieve efficiency and economy within guidelines established by higher management. Makes changes as necessary to improve workflow and increase productivity. Keep employees informed of management goals and procedures. Keeps abreast of employees training needs and provides or arranges training and initiates training requests. Approves and disapproves short-term leave requests. Provides input to performance standards and evaluations, and counsels employees regarding their progress in meeting performance requirements. Ensures all employees are treated fairly without regard to race, sex, religion, color, disability, age, national origin or other non-merit factors. Coordinates refresher and entry level training for subordinates at geographically separated locations and provides on-the-job training to new employees or for new procedures.
NOTE: Tour of duty: 40 hours per week, Monday through Friday from 08. 00 to 17. 00, including a 1-hour uncompensated lunch break.
Qualifikationsanforderungen
MINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet the qualification requirements in the " Qualification Standards" published by U. S. Office of Personnel Management, as summarized below.
EXPERIENCE:
At the UA-05 grade level, applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-06 grade level.
At the UA-04 grade level, applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-05 grade level.
At the UA-03 grade level, applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-04 grade level.
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled.
OR
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
At the UA-05 grade level: Diploma di Laurea triennale or Diploma Universitario, in any field.
At the UA-04 grade level: Diploma di Laurea triennale 30 CFU towards a Diploma di Laurea Magistrale/ Specialistica; education must be directly related to the occupation
At the UA-03 grade level: Diploma di Laurea triennale plus 60 CFU towards a Diploma di Laurea Magistrale/ Specialistica or Diploma di Master Universitario di primo livello, education must be directly related to the occupation.
NOTE: An expert knowledge of the English and Italian languages, both oral and written, is required, as well as the ability to communicate effectively using a calm and stable demeanor while dealing with emergency situations.
