POST CONTEXTNATO nations have chosen to acquire a wide area ground surveillance asset based on a High Altitude Long Endurance (HALE) Remotely Piloted Vehicle (RPV).
The system chosen is based on a uniquely designed RQ-4B ( Global Hawk) with the Multi- Platform Radar Technology Insertion Programme (MP-RTIP) as the primary sensor, a ground segment including deployable assets, and a supporting communications architecture dedicated to filling some of NATO'S Joint Intelligence, Surveillance, and Reconnaissance (JISR) needs.
The NISRF Command Group is comprised of a staff that will be responsible for the following functions: planning, policy/doctrine guidance, oversight of Component tasking's, and command & control.
The NISRF Staff Advisory Group is comprised of a staff that will be responsible for the following functions: enlisted policy, finance, Gender policy, law advice, and public affairs.
The Financial Controller's main responsibility is to prepare budget estimates and to conduct all budget related activities with regard to the NISRF.
The Financial Controller reports to NISRF Commander, and functionally to the ACO Financial Controller. 2.
DUTIES The incumbent's duties are: Functions as the Commander ' s principal financial advisor.
Manages the Finance staff under his control.
Represents the Commander in higher headquarters and NATO committees.
Prepares annual or mission specific budget estimates.
Participates in the screening and validation process.
Screening/approval process of the budget estimates at higher headquarters.
Monitors, controls and reports on the execution of the approved budget.
Oversees the accounting functions performed in the Command.
Controls procurement actions and services provided by NATO agencies from a fiduciary perspective.
Ensures proper use of international and non-appropriated funds in accordance with pertinent regulations.
Performs financial analysis and other ad-hoc tasks as required Identifies and contributes to solution of budget related problems.
Maintains close contact with higher headquarters.
Appraises the Commander and higher headquarters of any finance related matter impacting the Command Under routine circumstances, the job is performed in a typical office environment where the risk of injury is categorized as "no risk".
However, the Financial Controller, may be required to undertake deployments in support of military operations and exercises, and/or short-term travel assignments, both within and outside of NATO boundaries, and risk may increase when deployed.
Such operational deployment may be up to 30 days, and may be on short notice.
Acceptance of an employment contract linked to this post constitutes agreement to deploy up to 30 days, if required. 3.
QUALIFICATIONS AND EXPERIENCEESSENTIAL University Degree in Accounting, finance, management, business administration, economics or related discipline with 6 years of post - related experience, or Higher secondary education and completed advanced vocational training in that discipline leading to a professional qualification/accreditation, with 6 years of post-related , and 2 years of function-related experience.
Experience in Financial Management in a large organization (e. g.
Planning, directing, organizing and controlling financial activities and services) .
Experience in the preparation of annual or mission specific budget estimates, identifying budget execution problems and solutions, in compliance with legal and regulatory policies and directives.
Experience in providing expert advice to high - level authorities and communicating orally and in writing .
Must have an English Standard Language Proficiency level of "expert" in Listening and Reading and " Professional" in Speaking and Writing (SLP 4343 based on NATO standards).
DESIRABLE Master Degree in Finance, Management, Economics or related discipline .
Experience in government and or international organizations' financial management .
Knowledge of NATO's organ i sation regulations and procedures related to the administration of Common Funds .
More than 6 years experience manag i ng a Financial office in an internationa l Organization .

POSITION AND CANDIDATE PROFILE Personal attributes The Financial Controller must be experienced advisor for he Commander, demonstrating technical competence, maturity, ability to work under pressure and possess tact and strong diplomatic and advocacy skills.
The incumbent is expected to set budget strategy in order to support the Commander Intent.
Incumbent must have a proven ability to work, when directed, with no supervision and inspire financial solutions to lead and control fiscal resources.
Incumbent must take due account, in his/her budgetary analysis and strategy, of fiscal restraint realities as well as laws and regulations.
The Financial Controller must posses creativity and originality, and deal with limited resources.
Must be a mature articulated individual possessing tact and sound judgment.
Must be able to work with no supervision taking due and appropriate note and guidance from established NATO/ACO/SHAPE specific guidance.
The incumbent may be required to work outside normal office hours.
Professional contacts Routinely, directly interrelates not only with senior members of the NATO/SHAPE staff and Command Group, NAEW&C Force Commander and other multinational entities' Directors/ Commanders but also is mainly involved in significant discussions with senior representatives of NATO and non-NATO nations (ministries), other NATO Agencies and Bodies, on behalf of the NISRF Commander in agreements requiring financial commitments on the part of SHAPE and NATO nations.
Contribution to Objectives The Financial Controller contributes to inspiring the development and establishment of a NISRF position on issues relating to the major activities and operations of the Command.
The incumbent as Financial Controller for the NISRF Command performs budgeting, funding, accounting and contracting activities, and provides assurance that relevant functions are transparent and accountable in accordance with NATO financial regulations; coordinates with Military Budget Committee and Resources, Policy, and Planning Board (RPPB); financial management operations and closure activities.
Responsible for Financial Controller (FC) matters; financial management of operations directed or supported by HQ; Purchasing and Contracting (P&C) activities; procurement and contracting; correct use of international and multinational appropriated funds approved for use by NATO; principal contracting advisor; Financial and Accounting Operations; which includes development and implementation of financial, budgetary, accounting, fiscal, internal review and procurement policies and procedures; common funding and Operations and Sustainment (O&S) phase; financial aspects of Host Nation Support (HNS) and overseeing NISRF compliance with Host Nation laws. 5.
CONTRACT In accordance with the NATO Financial Regulations, the Financial Controller of a NATO body shall be appointed for a period of three years, which may be renewed one time only for a further three year period.
Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
The basic entry-level monthly salary for a NATO Grade G20 in Italy is Euro €8,497. 37 which may be augmented by allowances based on the selected staff member's eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions. 6.
