Hauptaufgaben
Incumbent assists with all phases and aspects of movements encompassing policies, procedures, planning, programming and execution of operations. Coordinates with local Italian Officials as necessary in reference to customs, procedures, permits and host nation regulatory requirements. Performs coordinating assistance and/or liaison visits to various headquarters and field elements of U. S. Forces in the area of operations relative to transportation and traffic issues. Ensures that maximum economy is obtained in providing transportation services. He/she Studies and applies published classification guides, rate tariffs, for movement by all modes of transportation and considers such factors as the suitability of the route, availability of facilities or the use of multiple carriers to arrive at the proper rate and route. Performs cost comparison and determines the most efficient and economical transportation mode; rail, commercial highway, military conveyance, air or ocean transportation, electing the lowest cost mode that will satisfy the required delivery date (RDD). Incumbent assists in coordinating with the carrier industry to make available the appropriate transport equipment to effect the move. Provides direct assistance to units during out loading, ensuring that equipment is properly chocked, blocked, braced and tied down for movement in compliance with U. S. Army and European International Rail Conventions standards. Prepares weekly, monthly and annual fund status report for submission to the MCT Chief, requesting additional funds as needed to support operations. Receives advance notification on shipments moving through the pipeline to supply activities and military units in the Southern Region from originating shippers through Transportation Movement Release (TMR) procedures. Processes shipments arriving by all modes. Posts information to inbound shipment register in sequence by RDD. Notifies the consignee/receiving activity on pending arrival date, providing all information pertinent to the shipment; commodity, number of pieces, weight, cube, and special handling, if any, for unloading and consignment of the cargo. Upon arrival of shipment personally conducts inspection of the commodity received for damage or pilferage during transit, comparing delivery receipts with shipping documents to ensure that all materials have been accounted for and delivered to the consignee. Prepares monthly detention report covering containers not emptied by customers within the allotted timeframe. Assists in the conduct of spot transportation surveys relative to shipment planning in coordination with consignors/shipping activities in order to determine appropriate conveyance required. Maintains an audit for assigned accountable forms. Maintains registers as necessary to provide an audit trail for freight warrants, customs forms, CIM Forms, and other related accountable transportation documents. Incumbent will have to attends periodic training to ensure proficiency is met for U. S. Military and host nation requirements.
Tour of duty: 40 hours per week, Monday through Friday, from 0800 to 1700, including a 1-hour uncompensated lunch break.
Qualifikationsanforderungen
MINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet the qualification requirements in the Qualification Standards Handbook as summarized below.
EXPERIENCE: Applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-04 grade level.
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
At the UA-03 grade level: Diploma di Laurea triennale plus 60 CFU towards a Diploma di Laurea Magistrale/ Specialistica or Diploma di Master Universitario di primo livello. Education must be directly related to the occupation.
