Within the Cyber & Security Solutions Division, we are looking for an International Business Procurement Manager to be placed in our offices in Rome or Genoa.
The Procurement Manager will be responsible for the coordination of procurement activities pertaining to the entire lifecycle of projects with high technological content in physical and logical security, transportation, automation, ELV, such as for example Design and Build works, turnkey supplies, corrective and evo maintenance projects, etc.
The Manager will act with strict respect of the expected project quality and timescale, and in coherence with project constraints, Corporate and Divisional internal policies and procedures
Moreover, the Manager will act as the Divisional Procurement focal point in the countries where LDO operates with a foreign operational structure, coordinated by the Divisional Global Sourcing.
Responsibilities will range from scouting, prequalification and qualification of suppliers, source to contract and procure to pay for material, equipment, services, turnkey and construction subcontracts.
In particular, the Procurement Manager shall:
• Coordinate with the Company’s roles in charge of leading bids and tenders;
• Coordinate with the Project teams in charge of the contracts’ execution;
• Define and keep updated the procurement plan according to contractual requirement and internal policies;
• Identify the list of potential suppliers, subcontractors, service & consultant firms to be used if necessary;
• Prepare and issue the Requests for Quotation according to project requirements and time plan;
• Evaluate the received offers directly from economical and timely point of view and indirectly for all other aspects (technical, logistical, etc. ) in coordination with Engineering and all other interested functions;
• Verify that all selected suppliers (e. g. : vendors, sub-contractors) comply with client's requirements and local laws;
• Manage suppliers’ pre-qualification/qualification activities when applicable;
• Lead the negotiations with potential suppliers/vendors and sub-contractors coordinating internal functions involved (technical, legal, etc. );
• Draft and negotiate subcontracts with Divisional Procurement and Legal department support;
• Issue purchase orders according to the project plan following Divisional Procurement standards and procedures;
• Undertake all other required actions to guarantee the delivery on time of all purchased material according to the project plan (e. g. verify custom permits requirements, prepare all the required documents, …. . );
• Manage the suppliers in post order phase (e. g. : expediting/scope change requests/claims) and contribute to all the key project issues involving subcontractors/vendors (e. g. : claims process/scope variation process);
• Ensure the correct communication flow among project team and suppliers/vendors/sub-contractors.
Education:
Diploma/ Degree preferably in an engineering discipline.
Seniority:
Expert/ Senior. Minimum 4 years’ experience as procurement manager in an international environment.
Several years’ experience as Construction/ Program/ Engineering manager (or similar roles) in projects in similar context will be considered a plus.
Significant experience within Middle East and/or Asia/ Pacific markets will be considered a plus.
Professional Skills:
• Good knowledge of SAP information systems;
• To be familiar with Trade Compliance requirements (including: import-export issues for materials, equipment and software, Incoterms conditions, overall understating of taxation issues, etc…);
• High level knowledge/understanding of Telecommunication and/or Security and/or IT technologies and software applications;
• Strategic Sourcing and Supplier relationship management;
• Knowledge of contract management and negotiation principles;
Language:
Excellent knowledge of written and spoken English.
Any additional language will be considered as a plus, with preference to Arabic language.
Soft Skills:
• Ability to interface and influence effectively at all levels, including internally and externally with customers, partners and suppliers;
• Time Management: managing multiple tasks and deadlines effectively;
• Resiliency: handling challenges and rapid changes in dynamic contexts.
Other:
Availability to travel (estimating a 5%-10% of the time, but strongly depending on bid & project’s needs).
